Job Summary

We are looking for an experienced Senior Civil Billing Engineer to independently manage client and subcontractor billing activities for construction projects. The candidate should have strong hands-on experience in RCC billing, BOQ, quantity measurement, RA Bills, rate analysis, variations, claims, and bill certification.

Key Responsibilities

Independently handle Client Billing & Subcontractor Billing.

Prepare and review Monthly RA Bills, Final Bills and contractual claims.

Verify site measurements, quantities, rates and calculations against BOQ, drawings, specifications and contract conditions.

Handle billing for RCC, civil, structural and finishing works.

Prepare Measurement Sheets, Abstract Sheets, JMRs and Quantity Statements.

Coordinate with Site Execution, Planning, QA/QC, Stores, Contracts and Accounts teams.

Submit bills within contractual timelines and follow up for checking and certification.

Monitor Submitted vs Certified vs Paid Bills.

Prepare Extra Item, Variation, Deviation and Rate Analysis Statements.

Identify contractual entitlements, approved variations, extra items and applicable claims.

Conduct BOQ vs Actual Quantity Reconciliation and identify billing gaps/revenue leakage.

Review deductions, retention, advances, recoveries and other adjustments.

Prepare Quantity and Material Reconciliation.

Review billing work prepared by Junior Billing Engineers and guide the team.

Prepare Billing MIS, certification reports and outstanding statements.

Maintain complete billing documentation and coordinate with Head Office Commercial/Billing teams.

Mandatory Requirements

Strong hands-on RCC Billing experience is mandatory.

Excellent knowledge of BOQ, Quantity Surveying, Measurement, Rate Analysis and Client Billing.

Experience in RA Bills, Final Bills, Extra Items, Variations, Deviations, Claims and Reconciliation.

Proven experience in client bill submission, follow-up and certification.

Good understanding of construction drawings, specifications and contract conditions.

Good command of MS Excel, AutoCAD and Billing/ERP software.

Strong coordination and communication skills.

Ability to independently manage billing activities and guide junior billing engineers.
